The Work Permit Test for Operators, Supervisors, and Radiation Protection Officers of Nuclear Installations of RSG GAS Reactors DPFK, BRIN

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Licensing of Nuclear Installation and Material (DPIBN), is implementing work permit services for operators, non-power reactor supervisors, and Radiation Protection Officers of Nuclear Installations (Petugas Proteksi Radiasi Instalasi Nuklir or PPR IN) at the G.A. Siwabessy Multipurpose Reactor (RSG GAS), Serpong Nuclear Area, South Tangerang on 27-30 August 2024. This is an implementation of Act No. 10 of 1997, Article 19 on Nuclear Energy, which mandates the obligation of certain officers at nuclear reactors to have a work permit.

Then, the implementation of the test refers to the BAPETEN Regulation No. 7 of 2019 on Work Permits for Nuclear Installation and Materials (IBN) Officers, which states that in order to obtain a work permit, IBN officers must meet the requirements and be declared to have passed the IBN officer exam held by BAPETEN. The tests conducted by BAPETEN are competency-based and are implemented based on a ranked approach depending on the level of safety risk at the facility. The tests carried out consist of three types of tests, namely written or electronic tests, oral tests, and practical tests, and are carried out in buildings 30 and 31 of RSG GAS, Directorate of Nuclear Power Facilities Management, National Research and Innovation Agency (DPFK, BRIN). This test was attended by 20 participants consisting of six Supervisors, nine Operators and five Nuclear Installation Radiation Protection Officers.

The test event began with an opening by the Director of DPIBN, Wiryono, who, in his speech, said that before the exam was held, various preparations had been carried out, including evaluation, preparation of written exam materials, preparation of practical exam scenarios, and development of an electronic-based testing system commonly called CAT (computer-assisted test), namely an exam using a computer aid through the Balis Pekerja Platform.

CAT on the Worker's Certificate is provided as a tool with the hope of providing convenience for both applicants (exam participants from DPFK BRIN) and organizers (BAPETEN Examination Team). The CAT feature on the Worker's Certificate was built to support the Electronic-Based Government System (SPBE) at BAPETEN. With this CAT, it is hoped that exam participants can focus more on working on exam questions without having to discuss with other participants because the questions provided use a random variation system so that each participant gets a variety of questions.

As the first series of exams, the implementation is carried out electronically, consisting of two types of questions, namely multiple choice consisting of basic material and main material and case studies. The implementation of the exam starts at 09:30-15:00 WIB (West Indonesian Time), with the details of the exam, namely the multiple-choice exam, carried out for 120 minutes, and the case study exam, which is only followed by prospective supervisors and radiation protection officers, is carried out for 120 minutes.

Furthermore, on August 28, 2024, an oral exam will be held starting from 08:00 to 14:40 WIB, with a time allocation of 30 minutes each. The exam was divided into two examining teams, namely, examiner team I, Wiryono and Adi Dradjat Noerwasana, who tested 10 participants, and examiner team II, Anton Indra Pratama and Arifin Muhammad Susanto, who tested 10 participants.

Then, on August 28, 2024, an oral exam was held, which took place from 08:00 to 14:00 WIB. The exam was divided into two examining teams. Examiner team I, Wiryono and Adi Dradjat Noerwasana, tested 10 participants, and examiner team II, Anton Indra Pratama and Arifin Muhammad Susanto, tested 10 participants.

Finally, on August 29, 2024, a practical exam was held consisting of 20 participants divided into 4 qualification groups with a time allocation of 30 minutes per group, where each group consists of 3 qualifications, namely Operator, Supervisor, and PPR IN.
