Technical Training on Manufacturing Supervision of Mechanical Components for Power Plants

The Nuclear Energy Regulatory Agency (BAPETEN), through the Education and Training Division, held an online training on manufacturing supervision of power plant components from October 28 to November 1, 2024, featuring speakers from PLN Enjiniring, PLN Project Management Center (Pusmanpro), PLN Certification Center (Pusertif), Doosan Heavy Industries South Korea, and the Turkish Nuclear Regulatory Authority, or Nükleer Düzenleme Kurumu (NDK).

Starting the activity, Ahmad Ciptadi Syuryavin, as the Head of the BAPETEN Education and Training Division, said that this power plant component manufacturing supervision training is a technical training aimed at preparing BAPETEN human resources to face the challenges of developing a Nuclear Power Plant (NPP or PLTN). The Training Center has invited experts who are experts in the field of power plant supervision from PT PLN (Persero), and the training was attended by 39 representatives of work units in BAPETEN who are senior employees who will be the driving force for mechanical component manufacturing supervisors.

This training was opened by Haendra Subekti, Deputy Chairman for Nuclear Safety and Assessment of BAPETEN, who in his speech welcomed the implementation of this training. "This activity is something that deserves to be appreciated. Please make the best use of it by the participants, especially since we invite professional speakers from PLN. We would like to thank the Training Center and also the PLN speakers; we will learn from the experts," he said.

Furthermore, Haendra Subekti gave an explanation of the policy related to component manufacturing, that in the BAPETEN Chairman's Regulation (Perka) Number 3 of 2011 on the provisions on the safety of power reactor design, article 81 mentions the word fabrication, and in BAPETEN Regulation (Perba) No. 12 of 2020 on the classification of Nuclear Installation System and Component Structures (SSK) in the appendix, there is a classification of SSK classes that provides an example of how to apply standards to SSK classification. Next, it was explained in detail about the ASME (American Society of Mechanical Engineers) standard, which is a quality assurance requirement at SSK, and BAPETEN currently has an ASME document that can be studied by participants, "he said.

To the participants and also the resource person, Haendra Subekti said, "Congratulations on participating in the five-day learning, and hopefully the knowledge gained can help prepare a plan for BAPETEN in preparing the supervision infrastructure at the NPP component manufacturing stage, and specifically for participants of the Nuclear Installation and Materials (NIM) can see this situation more comprehensively not only in their work units; if the NPP project contract is signed, then BAPETEN must be ready to carry out supervision."

After the opening and material on the NPP component manufacturing policy, it was immediately continued with a presentation from the resource person from PLN Enjiniring, Maulana Rifaldi, who delivered about the Supervision of Power Plant Component Manufacturing and Ade Citra Khairunisa, who delivered the subject of Regulations, Codes, and Standards for Mechanical Component Manufacturing in Non-Nuclear Power Plants. Experienced resource persons supervise conventional power plant component manufacturing on PLN or private projects.

Also present on the first day of training was a lecturer from South Korea, Sehun Kim, Director of Small Modular Reactor (SMR) Business Development at Doosan Heavy Industries, who delivered a presentation on the manufacturing process of nuclear power plant mechanical components in South Korea. Sehun Kim provided a quality assurance system for the production process of nuclear power plant components as well as the main business of Doosan Heavy Industries, which has manufactured nuclear power plant components from all over the world.

The first day's session ended with material on the Manufacturing Approval Process with the aim of ensuring safety delivered by Mehmet Kemal Ortaz, Regulatory Specialist from NDK.
