Spot Check is a further selection stage carried out after the nominee's presentation, with the aim of verifying and validating the results of the presentation directly in the field by the assessment team. Spot Check at BAPETEN was carried out on August 5, 2024.

The event was opened by the acting chairman of BAPETEN, Sugeng Sumbarjo, who, in his opening remarks, among others, said, "The Business Implementation Acceleration Policy (PPB) is carried out by BAPETEN, such as supporting the policies of the President of the Republic of Indonesia related to business licensing reform through deregulation, debureaucratization, development of information technology-based systems, and collaboration with ministries/institutions (K/L), as well as strengthening stakeholder participation. The implementation of deregulation and debureaucratization does not reduce the guarantee of safety, security, and safeguards for the use of nuclear energy (risk-based regulatory control). Afterwards, BAPETEN will continue to develop a system for accelerating business implementation through the implementation of bureaucratic reform on an ongoing basis (continuous improvement)."

"In the implementation of the PPB Implementation Strategy, BAPETEN has implemented the above policies through Deregulation, Debureaucratization, Information Technology, and Participatory." he added.

"BAPETEN's leadership and staff are committed to implementing the acceleration of risk-based business implementation in a sustainable manner, utilizing information technology as much as possible in an integrated manner with the OSS and INSW systems, strengthening cooperation, coordination, and collaboration with all stakeholders, developing priority licensing pathways, developing regulations to support domestic production (TKDN), and increasing the PPB budget and increasing human resources capabilities," he said.

The speech was continued by the Middle Expert Policy Analyst from the Ministry of Home Affairs of the Republic of Indonesia, Halomoan Pakpahan, who said, "On this occasion the team will see if there is any evidence that has changed as stated, and we will see whether the institution's commitments are fulfilled or not."

Meanwhile, the Senior Expert Planner of the Ministry of PPN/Bappenas, Imarita Trihanda, in her speech congratulated BAPETEN, which has been a Top 8 Nominee for 4 consecutive years. And encourage the Class of Functional Positions in BAPETEN, especially Radiation Supervisors, to be improved.

The event was continued with remarks from the Deputy Chairman for Licensing and Inspection of BAPETEN, Zainal Arifin, who conveyed BAPETEN's innovation in improving BAPETEN's services and performance at the national, Asian, and international levels.

And a presentation from the Directorate of Licensing of Radiation Facilities and Radioactive Materials of BAPETEN, which, among others, conveyed innovations in business licensing acceleration services such as on-the-spot licensing (acceleration of the one-day service licensing process). Priority Licensing Service Path (winning the BAPETEN Award 3 times), Acceleration of Licensing Services in Special Economic Zones (KEK), Improvements in Policy, Authority, and Services, and steps or strategies in Improving Services.

The event was attended by the Assessment Team, accompanied by the team from BKPM Investment Management Expert Middle Expert Yayat Hendrajaya, Investment Management Expert First Expert Kurniawan Sandi, and the team from Surveyor Indonesia Agung Septian and Widya Sofatunnisa. Meanwhile, BAPETEN was also present at the event, including the Deputy Chairman for Nuclear Safety Assessment, senior high-level leaders, senior, middle, junior, and basic-level radiation supervisory functional officials, and the BAPETEN Business Implementation Acceleration Team.

The spot check was continued with a visit and review of the facilities and infrastructure used for PPB activities and business licensing services (buildings, supporting facility service rooms), starting with a look at the Central Alarm Station, Licensing Consultation Counter, laboratory, and preparedness equipment.

In the interview session, interviews were conducted with the team in the PPB K/L Implementing Organization and interviews with representatives of business actors.

The event ended with the issuance of minutes and reading of recommendations and the submission of minutes of the results of the assessment of the 2024 nominee spot check activities of the Ministry of State/Institution from the Ministry of Home Affairs, Halomoan Pakpahan, to the Acting Chairman of BAPETEN Sugeng Sumbarjo [BHKK/CD/SP/AAP/Translator: GP]
