The event opened with a preparatory report delivered by Dyah Palupi, a radiation supervisor, who stated, "We report that this event is attended by 108 participants, both offline and online. This public consultation is a crucial stage in the regulatory drafting process for the nuclear sector regarding amendments to the BAPETEN's Chairman Regulation Number 1 of 2006 on Dosimetry Laboratories, Calibration of Radiation Measuring Instruments and Therapy Radiation Source Outputs, and Radionuclide Standardization. We are also strengthening 'meaningful public participation' by fulfilling three requirements: the right to have one's opinion heard, the right to have one's view considered, and the right to receive an explanation or response regarding the opinion provide".

This public consultation aims to communicate the latest policies, open a forum for discussion with stakeholders, gather input to ensure regulations are practical, provide legal certainty, and accelerate the licensing process without compromising safety guarantees for workers, the public, and the environment. Remarks were then delivered by Haendra Subekti, Deputy Chairman for Nuclear Safety Assessment, who stated that BAPETEN’s efforts are designed to ensure that operations do not hinder licensing, as the matters discussed today pertain to supporting activities. Furthermore, the draft regulation opens opportunities for institutions to provide services, anticipating a future increase in the number of laboratories alongside the growing use of radiotherapy; this regulation will serve as the basis for future implementation.

The public consultation featured two presentations: one on the oversight policy for radiation facilities and radioactive materials, delivered by Mukhlisin, and another on the regulatory direction regarding amendments to the BAPETEN's Chairman Regulation Number 1 of 2006 on Dosimetry Laboratories, Calibration of Radiation Measuring Instruments and Therapy Radiation Source Outputs, and Radionuclide Standardization, delivered by Sawiyah, a BAPETEN radiation supervisor. License holders are required to ensure that equipment is calibrated periodically.

During the presentation on oversight policy for radiation facilities and radioactive materials, Director Mukhlisin explained that radiation protection equipment must be tailored to the specific type of Radiation Source Facility (SRP) and the radiation energy employed. License holders are obligated to ensure periodic equipment calibration. Calibration must be performed by facilities licensed by BAPETEN or by facilities in other countries that hold licenses or recognition from the regulatory body or competent authority in their country of origin. To guarantee dose accuracy, radiation measuring instruments (dosimeters) must always be properly calibrated; calibration ensures the reliability of measurement results.
