The event, which runs until January 24, 2025, aims to review the national nuclear security system, specifically regarding nuclear materials and/or radioactive substances outside of regulatory control, covering nuclear security prevention, detection, and response systems, as well as providing recommendations for the improvement of the national nuclear security framework.
The meeting was attended by the Acting Chairman of BAPETEN, Sugeng Sumbarjo; the Deputy Chairman for Licensing and Inspection, Zainal Arifin; the INSServ Mission Team Leader, Khammar Mrabit; and the International Atomic Energy Agency (IAEA) Nuclear Security Officer, Elena Paladi; the Director of Technical Support and Nuclear Emergency Preparedness (DKKN), Zulkarnain; along with relevant BAPETEN staff and representatives from various stakeholders, including the National Research and Innovation Agency (BRIN), the Directorate General of Customs and Excise, the Indonesian National Police’s CBR (Chemical, Biological, and Radiological) Unit, the Indonesian Maritime Security Agency (Bakamla), the National Counter-Terrorism Agency (BNPT), and the State Intelligence Agency (BIN).
The event was opened by the Acting Chairman of BAPETEN, who highlighted the current importance of nuclear security issues. He noted that the meeting serves as a platform for all stakeholders to discuss nuclear security in preparation for the upcoming INSServ mission.
“Indonesia has the Indonesia Center of Excellence on Nuclear Security and Emergency Preparedness (I-CoNSEP), which focuses on coordinating efforts among national institutions in Indonesia regarding nuclear security,” he added.
Meanwhile, INSServ Mission Team Leader Khammar Mrabit remarked that the meeting represents a valuable process for sharing experiences and enhancing nuclear security in Indonesia. “Having these stakeholders present is an excellent step toward discussing topics related to nuclear security,” he said.
Elena Paladi, a nuclear security officer with the IAEA’s INSServ (International Nuclear Security Service), expressed her gratitude for the invitation to participate in this activity. She noted that Indonesia has hosted numerous Major Public Events (MPEs), making this an excellent opportunity to exchange experiences regarding nuclear security.
“Thank you for your presence and commitment; we will focus on conducting a review and providing recommendations to enhance Indonesia’s nuclear security systems,” said Elena.
The event continued with a presentation on the INSServ process by Elena Paladi, followed by an overview of Indonesia’s nuclear security regime by Zulkarnain, Director of the DKKN. Additionally, Khammar Mrabit, Team Leader of the INSServ mission, delivered presentations on “Module 1: Basis for Nuclear Security Systems and Measures for MORC” (Material Out of Regulatory Control) and “Module 2: Detection Systems and Measures".
This activity is expected to culminate in an INSServ mission report, which will outline the good practices already implemented by Indonesia, alongside recommendations for further strengthening the national nuclear security system. [BHKK/Da/Translator: GP]
