Inspection of Container Suspected to Contain Cloves Contaminated with Cesium-137 at Tanjung Perak

Regarding the suspected contamination of radioactive Cesium-137 (Cs-137) in clove products originating from Indonesia, the BAPETEN Emergency Response Team (STD) conducted an inspection of one container carrying the goods at Tanjung Perak, Surabaya, on November 2nd, 2025. The BAPETEN Radiation Inspectors involved in this activity were Deddy Rusdiana, Fajariadi, and Zainal Rohim.

Prior to the inspection of the ship carrying the container suspected of containing Cs-137 contaminated cloves, BAPETEN held a coordination meeting with PT Pelindo 3, followed by a readiness test of the Radiation Portal Monitor (RPM) at PT Terminal Peti Kemas Surabaya, and coordinated with PT Natural Java Spice (PT NJS) to prepare for the container unloading and handling scenario on October 28th, 2025.

The joint team, consisting of BAPETEN, the Directorate General of Customs and Excise (DJBC) Surabaya, KSOP Tanjung Perak, KBR Gegana, East Java Regional Police, Indonesian Quarantine Agency, Ministry of Health, and PT Terminal Petikemas Surabaya, prepared to receive the ship carrying the container of cloves suspected of being contaminated with radioactive Cs-137.

As the ship began to dock, BAPETEN conducted an inspection of the container on the ship’s deck, and the results indicated that the container was safe to be unloaded. After being moved to land, the container was scanned using the Radiation Portal Monitor (RPM), which detected an increased radiation dose rate exceeding the background radiation level on the container.

BAPETEN conducted a secondary inspection by measuring the surface of the container. After identifying the point with the highest radiation dose rate, a swipe test was performed to check for contamination on the exterior walls of the container. Since no contamination was detected on the container walls during the swipe test, it was confirmed that the radiation originated from inside the container.

For further handling, the container was transported to PT. NJS under tight security provided by the East Java Regional Police and KBR Gegana. Upon arrival at PT. NJS, the BAPETEN team identified Cs-137 contamination in certain pallet packages and piping bags, while the clove products inside boxes were found to be free from Cs-137 contamination.

BAPETEN immediately carried out decontamination on the container, affixed radiation seal stickers, and established a safety perimeter line. As part of the collaboration commitment between the government and the company, PT. NJS will coordinate with BRIN for waste disposal, and the radiation seal may only be removed during the disposal process. [BHKK/Da/RA]
