Held in Johor Bahru, Malaysia, MITSATOM 2025 took place from July 7 to 11, 2025. MITSATOM 2025 was a multilateral nuclear security detection exercise involving four ASEAN countries: Malaysia, Indonesia, Thailand, and Singapore. The exercise aimed to assess national preparedness strategies and plans for Malaysia, Indonesia, Thailand, and Singapore in detecting and responding to cross-border nuclear security incidents.
MITSATOM 2025 was attended by representatives from various relevant agencies from the four countries, as well as observers from the United States, Brunei Darussalam, and INTERPOL. Indonesia was represented by representatives from BAPETEN, the National Police's International Relations Division (Divhubinter), the National Police's Mobile Brigade Corps (Brimob) Gegana Detachment (Detachment KBRN), and Bakamla (Indonesian Maritime Security Agency). The event, initiated by the Malaysian Atomic Energy Agency (Jabatan Tenaga Atom Malaysia), received full support from the International Atomic Energy Agency (IAEA). The activity was inaugurated by the chairman of the Johor State Education and Information Committee, Aznan bin Tamin, accompanied by Ruziah Shafei, deputy secretary-general (Science Planning and Development) of the Ministry of Science, Technology, and Innovation (MOSTI); Hajah Noraishah Pungut, director-general of the Malaysian Department of Atomic Energy; and Dr. Mirza Mohamed, a representative from the IAEA.
The exercise was conducted using two methods: an indoor Tabletop Exercise (TTX) and a Field Exercise (FTX) at the Sungai Pulai Maritime Jetty, Gelang Patah, Johor Bahru, Malaysia. The scenario used in the TTX involved the theft of four radioactive sources (Iridium-192) belonging to an Indonesian company operating in Thailand, with the sources being smuggled into Malaysia, Singapore, and Indonesia. Additional scenarios assumed a leak from a radiography camera, leading to public exposure, and an indication of the radioactive sources being used for terrorist acts. The next scenario used in this FTX is a demonstration of a maritime radioactive source smuggling raid conducted by the Malaysian Maritime Enforcement Agency (APMM), the Royal Malaysian Police, and the Malaysian Royal Marine Police (PDRM).
This activity is expected to enable each country to identify the strengths and weaknesses of its procedures and facilities so that any incidents related to nuclear security can be effectively addressed and the public can be well protected. (DKKN/Wita/BHKK/Ra/Translator: GP)
