In accordance with BAPETEN Regulation No. 1 of 2022, the assessment of nuclear business operators is carried out through document evaluation and field verification to ensure that business licensing requirements are met.

During the entry meeting, Wiryono explained that the objective of the verification activity was to ensure consistency between the licensing documents submitted during the application process and actual conditions in the field. This activity also serves as an implementation of the "Acceleration of Nuclear Installation and Material Licensing Services" change project, which he developed while participating in the National Leadership Training (PKN) Level II, Batch X (2025), organized by the National Institute of Public Administration (LAN). The change project encompasses Naturally Occurring Radioactive Materials (NORM) licensing services via an online system to enhance efficiency and effectiveness; "3S (Safety, Security, and Safeguards)" pre-licensing consultations (technical guidance) to assist applicants in preparing required licensing documents; joint reviews by national and international experts to improve evaluation quality; and multi-stakeholder collaboration among ministries and agencies to foster synergy and minimize obstacles during the ongoing licensing process.

On the first day, a field verification visit was conducted at PT Gamma Mutiara Andalan, an importer of garnet used as raw material for sandblasting. The BAPETEN team was received by the company's director, legal staff, and HSE staff. The team emphasized the importance of sample analysis to verify the characteristics of the imported garnet, as well as the need to measure radiation exposure levels associated with the material and the work environment.

On the second day, a field verification visit was conducted at PT Cipta Persada Mulia, a tin smelter that generates slag as a by-product. The BAPETEN team was received by the company's Director, Radiation Protection Officer (Petugas Proteksi Radiasi, or PPR), competent personnel, and HSE staff. The team carried out document reviews, measured radiation exposure levels for the material and work environment, and measured the dimensions of the storage area for NORM. As all requirements regarding both documentation and data submission had been met and verified, the license for the storage of NORM was issued immediately (on-the-spot licensing).
