The coordination meeting was opened by the Director of DP2FRZR Mukhlisin, in his various opening remarks, saying, “The utilization of ionizing radiation sources has the potential to produce radioactive waste in the form of used radioactive sources. In the Nuclear Energy Act and the Government Regulation (Peraturan Pemerintah or PP) on Radioactive Waste Management, there are two options, namely returning it to the country of origin or processing it at a radioactive waste management center.”

“The regulation is currently under revision, and the aspect of financial guarantees is a concern. In the context of waste, it needs to be covered with financial guarantees so that the return of radioactive substances to the country of origin can be carried out with adequate funds. In the revision of PP No. 5 of 2021 on the implementation of risk-based business licensing, financial guarantees are a requirement for permits. This is an effort by the government so that permit holders are ready to return used radioactive sources to their country of origin. It is expected that from this meeting, various information related to insurance products, mechanisms, insurance values, and others can be obtained," he explained.

The event, which was attended by 40 participants from representatives of work units within BAPETEN, continued with a presentation on "Draft BAPETEN Regulations Concerning Financial Guarantees in the Utilization of Nuclear Energy" by the Lead of the BAPETEN Regulation Drafting Team, Dwihardjo Rushartono, and a presentation on "Supervision and Insurance Products" by the Deputy Director of General Insurance and Reinsurance Supervision I—Financial Services Authority (OJK), Muhamad Ridwan.

The discussion session was held concerning insurance in the utilization of nuclear energy, potential risks that may occur in the utilization of nuclear energy, references in determining the type of insurance and insurance value, financial guarantees in cases of business actors who go bankrupt, and financial guarantees in accommodation activities.
