BAPETEN Meeting with the Ministry of Investment/BKPM to Discuss Development of the Balis and OSS Systems

The Nuclear Energy Regulatory Agency (BAPETEN) held a meeting with the Ministry of Investment/Investment Coordinating Board (BKPM) at the Ministry of Investment/BKPM Office in Jakarta. The meeting aimed to strengthen coordination in the development of the Balis System and its integration with the Online Single Submission (OSS) system, particularly in supporting ease of doing business in the nuclear energy sector and optimizing oversight of the use of ionizing radiation sources. The meeting was held at the Ministry of Investment/BKPM Office in Jakarta on April 10, 2025.

The BAPETEN delegation was led by the Deputy Chairman for Licensing and Inspection, Zainal Arifin, and accompanied by the Director of Licensing for Radiation Facilities and Radioactive Materials, Asep Hermawan; the Manager of the Health Facilities Licensing Function Group, Iin Indartati; the Manager of the Research and Industrial Facilities Licensing Function Group, Grace Esterina; and their team.

BAPETEN was welcomed by the Ministry of Investment/BKPM staff, led by Riyatno, Deputy for Investment Climate Development at the Ministry of Investment and Downstreaming, and Siti Romayah, Director of Data and Information, and her team.

During the meeting, Zainal outlined several technical challenges faced by business actors, particularly regarding the integration of the OSS (Owned Business Information System) and Balis (Indonesian Business Information System). Issues highlighted included the change in licensing status from non-BLU (Public Service Agency) to BLU, permit recommendations issued through Balis but not yet reflected in the OSS, and the development of an information system for business license renewals through the OSS.

In response, the Deputy for Investment Climate Development at the Ministry of Investment and Downstreaming, BKPM, affirmed the Ministry's full support for the development of an information system that streamlines the licensing process for business actors. He also commended BAPETEN's readiness to adapt its system following the issuance of Government Regulation Number 5 of 2021 on the Implementation of Risk-Based Business Licensing.

The Director of Data and Information at the Ministry of Investment/BKPM added that the challenges raised by BAPETEN were technical in nature and would be immediately addressed through an in-depth review of the integration of the Balis and OSS systems.

As a result of this meeting, both parties agreed to continue improving coordination and communication to resolve technical obstacles in the development of the information system, thereby enabling more effective and efficient business licensing services in the nuclear energy sector.
