BAPETEN Coordination and Collaboration with DPMPTSP of East Kalimantan Province and PT Angkasa Pura Indonesia, Sultan Aji Muhammad Sulaiman Sepinggan Balikpapan Airport

The Directorate of Licensing of Radiation Facilities and Radioactive Materials (DPFRZR) of the Nuclear Energy Regulatory Agency (BAPETEN) conducted a working visit to the Office of the Investment and Integrated One-Stop Service (DPMPTSP) of East Kalimantan Province and PT Angkasa Pura Indonesia (Sultan Aji Muhammad Sulaiman Sepinggan Balikpapan International Airport) on 11-12 September 2024.

On the first day, Wednesday (11/09/2024), the BAPETEN Team, led by Kristyo Rumboko as BAPETEN's Junior Level-Radiation Supervisor, along with related staff, conducted a working visit to the DPMPTSP Office of East Kalimantan Province. This activity was carried out in the context of coordination and collaboration to accelerate business licensing in regencies and cities in East Kalimantan Province.

The event began with remarks from Arief Fathurrahman, S.Sos., as the head of the Complaints, Advocacy, and Licensing Information Service Division of the East Kalimantan Province DPMPTSP, who expressed his appreciation to BAPETEN for visiting and being ready to coordinate further. Then, Kristyo Rumboko conveyed the importance of collaboration between BAPETEN and the East Kalimantan Province DPMPTSP regarding licensing services, consultations, and technical guidance for the East Kalimantan Province DPMPTSP Licensing Officers and the Regency/City DPMPTSP. This technical guidance aims to provide supplies and knowledge for DPMPTSP officers so that it is easier for the public to access and obtain information on nuclear power licensing in the fields of industry, health, and research.

Arief Fathurrahman welcomed the plan for the DPMPTSP Licensing Officer Training, which is planned to be held in 2024 or 2025. He said he would coordinate further regarding the preparation of the technical guidance.

The activity continued with a presentation by Muttaqin Margo Nirwono regarding the BAPETEN profile and licensing for the use of Ionizing Radiation Sources (SRP or Sumber Radiasi Pengion).

In the closing session on the first day, Kristyo Rumboko expressed his appreciation and gratitude to the representative of the DPMPTSP of East Kalimantan Province and the team for the warm welcome in receiving the BAPETEN team's working visit. Kristyo Rumboko also conveyed BAPETEN's commitment to improving licensing services for the benefit of the community in order to support the ease of doing business in Indonesia, especially in East Kalimantan Province.

On the second day, Thursday (12/09/2024), the BAPETEN Team conducted a working visit to PT Angkasa Pura I (AP I), which has been merged with AP II to become PT Angkasa Pura Indonesia, Sultan Aji Muhammad Sulaiman International Airport. This activity aims to coordinate and collaborate regarding the handling of the transportation of Radioactive Materials (ZRA or Zat Radioaktif) carried out via air transportation at Sultan Aji Muhammad Sulaiman International Airport.

The BAPETEN team during this visit was received by Joddy Suryanto as the Airport Technology Manager of PT Angkasa Pura Indonesia, Sultan Aji Muhammad Sulaiman International Airport, and his team. Joddy expressed his appreciation to the BAPETEN Team who had visited in order to coordinate the supervision of ZRA transportation and hoped that this meeting could increase the understanding of PT Angkasa Pura Indonesia officers about radiation safety and security in carrying out daily tasks in the field.

In his remarks, Kristyo Rumboko said that through this working visit, BAPETEN wanted to know and ensure the readiness of Sultan Aji Muhammad Sulaiman Airport in handling ZRA transportation. Currently, BAPETEN has a role in the ZRA transportation process through licensing by issuing a ZRA Shipping Approval document. Kristyo Rumboko also emphasized that the issue of safety and security in ZRA transportation should be understood comprehensively by the implementing officers in the field.

Muhammad Dradjat Kurniawan, in his presentation, conveyed several things related to the implementation of safety and security aspects in ZRA transportation based on Government Regulation No. 58 of 2015 on Radiation Safety and Security in the Transportation of Radioactive Materials and BAPETEN Regulation No. 7 of 2020 on Safety Provisions and Procedures for the Transportation of Radioactive Materials.

In the discussion session, PT Angkasa Pura Indonesia officers conveyed information on several matters related to the procedures for handling the shipment of Dangerous Goods (DG), including that until now not all airlines are willing to transport ZRA, so they proposed the need for assistance from BAPETEN to get attention from related parties. PT Angkasa Pura Indonesia officers also hope that socialization and briefings need to continue to be carried out to align the perceptions of officers regarding radiation safety and security.

At the end of the event, Kristyo Rumboko expressed his gratitude for the acceptance of this working visit and hoped that this coordination would continue to support the duties and functions of BAPETEN and PT Angkasa Pura Indonesia in handling ZRA transportation.
